SDCSS Constellation is a Sol Defence Corps space station in low Earth orbit, one of the largest currently in service. A joint-use facility, Constellation serves both civilian and military tenants — it operates in a military capacity as the SDC's largest spacecraft shipyard, as well as one of its most expansive replenishment, support, and anchorage sites, while a civilian enclave of the extensive station, officially titled Orbital Port Constellation (OPCS), operates as a major civilian shipyard, anchorage, and transwell Earth-interface cargo/passenger port, having processed 6.8 million TEU of containers in 2115.

History

Martian Revolution

SDCSS Constellation was first conceived as a replacement for the SDC's first Earth-orbital shipyard, SDCSS Vishvakarma, in the early months of the Martian Revolution. Vishvakarma, a large modular orbital installation that had produced many of the early SDC's trade protection and police vessels, was badly aging and in need of a complete overhaul, having seen first light in 2062, in the Sol Defense Corps' first years of operation.

The station's production capacity had proven extremely inadequate for the massive expansion in dedicated warship capacity demanded by the SDC's Martian campaigns, creating a bottleneck in United Nations ship production; it was ultimately decided to replace Vishvakarma with an expanded shipyard facility in the same orbit, reusing many of the old station's newer modules while scrapping its outdated and aging operational core.

As the SDC's ongoing military efforts did not allow for a complete work stoppage at the critical Vishvakarma shipyards, sectors of the old station were rapidly disassembled and repurposed just hours after newly completed spacecraft left their docks, allowing Constellation to begin construction and early fabrication operations even as Vishvakarma's older facilities continued assembly of the station's last ships; SDCSS Vishvakarma was officially decommissioned on 1 June 2090, its oldest module deorbited, just as SDCSS Constellation was commissioned on the same date. Vishvakarma's last ship completed — the destroyer RFG-008 Jake McNiece — and Constellation's first ship completed — the destroyer TDS-024 Pat Quinlan — would both become legendary vessels of the later Revolution.

As the SDCN's largest operational shipyard, Constellation proved vital to the sustainment of the Martian campaign, undergoing three expansions within the next three years as the SDCN's demand for repairs, retrofits, and new vessels grew exponentially compared to its pre-Revolution peacetime footing. While secondary shipyards in orbit of Luna contributed heavily to specialized stealth, torpedo, landing, and other newly developed craft, the bulk of SDCN reinforcements originated from Constellation. At its largest wartime configuration, Constellation employed 1,110 military personnel and 1,873 civilian contractors.

Constellation's importance marked the station as a priority disruption target for Martian Commonwealth sabotage and guerilla forces; the station experienced 29 attempted sabotage attacks from 2090 to 2095, ranging from small handheld bombs plots to attempts by Commonwealth agents to briefly disable space traffic control around the station, rendering it vulnerable to meteoroid or ramming attack. Of these, only two had meaningful effect: a backpack bomb smuggled aboard the station in a components cargo container exploded in the station's nadir side on 23 September 2091, causing a ten-day work stoppage and the loss of a partially completed Muphrid-class destroyer; on 4 June 2093, a coordinated cyberattack on local SOLTR assets allowed for a preplaced orbital impactor to strike the unaware station's prograde Sector B, completely destroying three work bays and killing 43 workers — nevertheless, the rest of the station remained operational during the three-week recovery and cleanup operation.

Administration

SDCSS Constellation is entirely owned by the Sol Defence Corps Property Office, one of the SDC's administrative Offices responsible for the management and upkeep of SDC facilities, land, and orbital allotments. In a complex system of holding companies and auxiliary offices originally designed to overcome Martian Revolution-era bureaucratic restrictions on SDC facility ownership and management, the Property Office leases 62 percent of Constellation's volume to SDC Inner Command (INCOM), renewed every five years. INCOM's internal logistical and support bodies operate Constellations' military berths, yards, with station security provided by an SDMC garrison and military police detachment.

The remaining 38 percent of the station's volume operates as Orbital Port Constellation (OPCS), a civilian cargo port and transit point overseen by the United Nations government-owned Constellation Orbital Port Authority (COPA), itself overseen by a board of commissioners with one seat accorded to the varying national members of the UN's Socio-Economic Council. Berth, yard, and terminal space on OPCS, one of Earth's largest and most advanced downwell/upwell transit ports, is hotly contested by an array of international shipping and logistics companies, with valuable leases awarded by the Port Authority over five-year segments — though the renewal of leases for logistics corporations with close ties to the UN, such as AXIOM or Kusanagi Heavy Industries, is essentially guaranteed.

Due to the political and business disputes surrounding the Socio-Economic Council and berth space on OPCS, the station frequently becomes a diplomatic flashpoint between UN member nations, each marshalling their influence within the Parliamentary Assembly, Secretariat, SEC and COPA to direct leases towards national or friendly companies to the detriment of rival members, often resulting in crashes or even complete collapses in stock pricing and business prospects due to the loss of available trans-orbital transport capacity. These disputes almost never extend to OPCS and Constellation themselves, as all of Earth's stakeholders in the interplanetary economy carry a vested interest in OPCS' smooth operation.
