The Peacekeeper Corps (PKC), formally the United Nations Corps of Peacekeepers (UNCPK), and formerly United Nations Peacekeepers is the tributary planet-side warfare branch of the United Nations working in tandem with the Sol Defence Corp, and the humanitarian efforts of the United Nations. It is the largest standing military force on Earth and is made of the combined forces of soldiers from the members of the UN Security Council (particularly the United States, European Union, and China). Combined with the expeditionary Sol Defence Corps, the Peacekeepers are a formidable force that acts decisively in the interests of peace within the realm of Earth and its colonies.

The Peacekeepers possess a land-warfare, conventional naval, atmospheric air-force, as well as a minor space defense force limited primarily to hybrid craft and dropships, under jurisdiction of the Peacekeeper Corps Air Force which primarily patrol Earth and the colonies Venus, Mars, and Luna. Peacekeepers on all planets function as a singular entity divided into different command structures and, as a result, the colonies lack any standing military of their own. The Sea Navy only operates on Earth due to other planets lacking oceans. The Air Force operates on Venus and Mars in a limited capacity using air-independent VTOL craft and space-capable dropships, often paired with naval ships of the Sol Defence Corps for extra-atmospheric policing.

With extrasolar affairs being handled by the SDC, the Peacekeeper Corps primarily serve as a planetary defense force, working with local gendarmerie to uphold law and order. The Peacekeeper Corps' Headquarters is located in Osaka, Japan, with military bases located in every single member state of the United Nations.

Mission

The Peacekeepers have the following objectives:

  • Protect Civilians, regardless of mission;
  • Actively prevent conflict, armed or otherwise;
  • Help host countries lay the foundation for long-term peace and security;
  • Uphold peace by rendering both humanitarian and military aid to those in need;
  • Strengthen the United Nations and its allies by providing equipment and manpower-based aid, and;
  • Defend the United Nations Charter and the Law.

Organization

The Peacekeeper Corps is led by the Commander-in-Chief, a customarily entitled position held by the civilian Secretary-General (SECGEN) of the United Nations. Second in authority is the Secretary of the Peacekeeper Corps (SECPKC) who manages administration and logistics for the Peacekeeper Corps. The heads of each branch within the Peacekeeper Corps is headed by the senior-most commissioned tributary officer belonging to that respective branch, approved by the Secretary of the Peacekeeper Corps. They fulfill both administrative and operational authority over their branches of the Peacekeeper Corps.

Ranks

The Peacekeeper Corps utilizes a standardized ranking-model designed to fit and translate corresponding rank structures from all tributary member states designed to encompass army, naval, and air force rank structures in one. It is based on the same standardized rank scale of the North Atlantic Treaty Organization, and as a result, is somewhat similar to the United States pay grades, which makes it consistent with the pay grades of the Sol Defense Corps which also base themselves off of that of the United States Navy. Any Peacekeepers would be referred to by the rank of their country of origin, i.e. John Smith, tributary United States Army Peacekeeper, Private First Class would only be referred to as EN-2 when put in a sortie with Leonard Simons, tributary British Army Peacekeeper, Lance Corporal.

All PKC Servicemen wear the OF(C) shoulder-board, the only difference is that every serviceman wears it on their right shoulder with unique shoulder-board and rank insignias on the left arm, if there is room relative to national insignias, while OF(C) code servicemen ONLY wear the OF(C) shoulder-board with no other standardized insignia.

Army

The Peacekeeper Army (abbrev. PKCA) formation of the Peacekeepers is 4.4 million personnel strong and, collectively, the single most powerful ground-army on Earth. The army is regularly involved in civil war settlements and counter-terrorism operations, both of which have been heavily quelled ever since the installment of the Peacekeepers. Following their heavily militarization as a result of the Constellation Act, the Peacekeepers still maintain their own policy of serving to prevent conflict rather than inciting it. However, due to the rise in violent actions following anti-United Nations sympathy and the personal interests of Earth nations that wished to maintain total independence from the SDC in the affairs of space, the Peacekeepers have, in severe circumstances, incited conflict to defend and protect the interests of the UN. This gives the Peacekeeper Corps a mixed bag in terms of reputation, even from quiet murmurs of servicemen within the SDC on the nature of whether the Peacekeepers serve their namesake or serve like guard-dogs. This reputation is remedied somewhat as they almost always do render humanitarian aid to effected civilian populations as a result of these conflicts.

Outside of military applications, the PKCA is also heavily involved in the direct administration of humanitarian aid, functioning as the "boots on the ground" interacting with the people alongside the Sol Policing Agency, while the PKCAF and PKCSN act as logistical elements of aid. If they aren't the ones handing out aid, it's usually them guarding the civilian elements that are handling humanitarian aid, usually reserved for more unstable conflict-zones that would be deemed too dangerous for just the Sol Policing Agency.

Since 2052, the PKCA has gone through several structural reforms both minor and major, including special rapid-response teams (commonly referred to as PKCA-RRF) corresponding to planetary/lunar regions meant to quickly respond to spontaneous outbursts of conflict or crises ahead of any main peacekeeping force in order to stabilize the situation and mitigate civilian losses. As a result of being a quick-response force, PKCA-RRF commonly take the form of drop-troopers or VTOL bound troopers in order to minimize time in transit. While mostly identical to the main portions of the PKCA, the rapid response forces are held to a higher standard and stricter regimen given the obligations of their particular line of work. As they are still apart of the PKCA rather than operating independently as their own branch, their relationship to the PKCA is akin to standard infantry and Rangers. When not actively involved in quick-response operations, PKCA-RRF function identically to the rest of the PKCA, save for if they are called upon to rapidly deploy to either a developing crisis or to capture a wanted criminal. In cooperation with the Sol Policing Agency and UN-Sponsored Martian Gendarmeries, PKCA-RRF were responsible for bringing in post-revolution Martian Commonwealth turned-AFF commanders and terrorists for trial by international jury.

Sol Policing Agency

The Sol Policing Agency (abbrev. SPA), formerly United Nations Police and INTERPOL, are a tributary law-enforcement agency that serves as the essential linkage and transition between the PKCA and local law-enforcement in post-conflict regions. While initially responsible for just advisory of local law-enforcement when it was UNPOL in most conflict zones and only acting as overt law-enforcement when authority had collapsed or could not properly enforce the law, only barely working with the PKCA outside of humanitarian activities, the Constellation Act militarized UNPOL and merged INTERPOL with them. Their duties had grown to the point of directly overseeing and administrating local law-enforcement, taking a more active stance of ensuring they act in accordance with the spirit of the law whilst preventing human rights violations. In order to make the merger more fluid, Article 3 of INTERPOL's Charter was partially amended in cooperation with its general assembly, so that it was authorized to partake in activities or intervene in matters of a political background, given the nature of the United Nations.

The Commissioner of the Sol Policing Agency is appointed directly by the Deputy Secretary-General of the United Nations from a pool of eligible candidates within the Sol Policing Agency itself, with prospective Commissioners having to be at least 35 years old, with 6 years of law enforcement experience and/or three years of national-level police administration. There are no formal requirements for Deputy-Commissioner besides appointment by the Commissioner. While the SPA has their own physical standards for prospective LEOs, they mainly care that an individual as served at a national or state-level in terms of policing for at least a year before qualifying, leaving it up to member states who to put forward to represent them within the SPA.

In regards to their present duties, the SPA has the following mission statements:

  • Work with the Peacekeeper Corps Army to bring law and order to conflict-zones;
  • Ensure the guarantee of human rights in accordance with the Universal Declaration of Human Rights and the following of the spirit of the law;
  • Promote cordial relations between the police and the people;
  • Oversee, uplift, and instruct local law-enforcement.
  • Establish a network of understanding and cooperation between the United Nations, national and local law-enforcement agencies, and the Sol Policing Agency itself.

The standardized hierarchy of the Sol Policing Agency differs from the traditional Standardized System of the PKC, taking inspiration from the French Gendarmerie and National Police of France, though it has been modified in such a manner to still be in congruence with SDC and PKC systems. Similarly, the Sol Policing Agency practices utilizing "volunteers" who act as either translators, liaisons, specialists, humanitarians, so on, that don't necessarily meet their bracket of standards but are important as connections to the land in which they are enforcing the law in. Additionally, volunteers don't have to be locals either, it's common that organizations like Doctors without Borders might send an individual or two to run a medical wing in the area in cooperation with SPA. There are notable exceptions to the ranking systems of the Sol Policing Agency, in particular SPA-2 and SPA-1 represent the Commissioner and Deputy Commissioner respectively, and the SC(A)-coded officers are hierarchy-equivalent to Ensigns but functionally act as assistant-administrators to the other Junior Chiefs.

Sea Navy

The Peacekeeper Sea Navy (abbrev. PKCSN) mostly only operates on Earth and is formed out of volunteer joint components of UN member states, with large contributions coming from the US Navy, the Chinese Navy, and the Bharatian Navy. Combined, it serves as a global force projection and a further deterrent to armed conflict. Unlike the Army, it does not form the largest singular navy in the world but still serves as a significant, joint power for usage in peacekeeping operations. Given the lack of planets with massive surface-oceans such as Earth, the PKCSN has limited application outside of Earth, though they do have token forces on space-bodies with subsurface oceans, such as Europa or Ganymede.

Fleets

The Peacekeeper Sea Navy on Earth is comprised of three major fleets - the Arctic-Atlantic Fleet, the Pacific Fleet, and the Indo-Southern Fleet. They are named for the oceanic regions of Earth which they patrol, each serving more or less the same purpose, sharing the same structure and size, albeit in different locations on the globe. The three major contributors to the Peacekeeper Sea Navy compete for total geopolitical influence over the fleets based on their patrol area - The United States and the European Union both contribute to and compete for influence over the Arctic-Atlantic Fleet, while the United States and China compete for influence over the pacific while also contributing staff and ships to the Pacific Fleet. The Indo-Southern fleet, however, is almost completely under Bharatian and Chinese influence, as neither Russia or the United States possess significant geopolitical proximity to the patrol area of the Indo-Southern fleet.

Air Force

Ever since revolutionary changes regarding electrical energy and propulsion have been made, the air forces of the world have gradually shifted to more modern dropships and VTOL designs, some even capable of operating in limited capacity in space. The Peacekeeper Corps Air Force (abbrev. PKCAF) works in conjunction with the Sol Defense Corps' Earth armada for policing and intercepting operations in and out of Earth. It also possesses limited spacefaring craft for usage as an atmospheric coast guard as well as a fleet of satellites for monitoring and defense. Additionally, PKCAF air-wings have been and continue to be assigned to colonies outside of Earth to act as air-cops and rapid-response teams in support of local gendarmerie and law-enforcement entities such as the Sol Policing Agency or Peacekeeper Corps Army.

Peacekeeping Operations

With the passing of the Constellation Act and the subsequent militarization and ramping-up of authority invested in UN Peacekeepers, their authority naturally expanded to a greater range of missions past just truce-guarantee, acting as security forces to maintain the peace, so on. Some missions even have a proactive or preventative nature in anticipation of a crisis. Additionally, each mission has a "Charter Commander" who is the highest executive authority within the bounds of the mission statement, nominated by the one of the Chiefs of Staff and approved by the others. If there happens to be a deadlock in appointment, the Secretary of the Peacekeeper Corps can force a decision.
